Reconciliation & compliance

The ledger keeps two columns: verified revenue (money actually received) and self-reported (self-declared by the payer); the latter is never counted as revenue.

You never have to pay to keep using it: solve with honorPaid:true passes through free, unverified and unmetered. This is an honour system, not a wall.
